Overview
Water stress is real in many regions, private companies have interests in water markets, and governments plan for drought, infrastructure failure, and population growth.
The conversation theorizes that when resources becomes scarce or are declared scarce, the rules around access change. Thus basic needs become measured, monitored, and managed through policy, SMART management, identity systems, social-credit systems, and carbon scoring.

The world will run out of fresh water long before it runs out of oil, with the potential for major deficits by '2030', the chairman of bottled water giant Nestle said.
"We have a major water management crisis," Peter Brabeck-Letmathe told CNBC on the sidelines of the Credit Suisse Asian Investment Conference on Tuesday. "We are destroying 20 percent more water for human consumption than there is available."

Several years ago analysts predicted a bleak outlook for the world’s water supply.
“People were saying, ‘If we don’t do anything now, in 100 years the world will not exist,’” said Nestlé Chairman Peter Brabeck-Letmathe of his initial exposure to rising fears about global water consumption and impending shortages.
His own sobering research convinced the international executive that an even grimmer forecast was ahead. “The more I looked into the water issue, I came to the conclusion that you don’t have to wait 100 years.”
Since then, Brabeck-Letmathe has become something of a water champion. He helped to form the 2030 Water Resources Group, a collection of organizations dedicated to developing technology and guiding policy aimed at solving the looming water crisis.
