The source-backed layer is real but narrow. Public institutions promote net-zero commitments and digital identity frameworks. Financial companies have also built carbon-footprint tools for card spending. Those facts do not prove a global coercion system, but they do explain why the theory keeps reappearing: the separate pieces are visible, and people worry about how they could be joined.
